Anyone know where i can find any spectator info like where and when etc?

not many events publish this info as crews would know the route if its a plot and bash,best way is word of mouth at rally Hq or look over a navs shoulder once the route is published

If you want to get involved in road rallying best bet is to offer your services as a marshall. As Tim states route info is generally kept under wraps due to the nature of the events and also to try and prevent potential PR issues caused by spectators.
