winding the mileage on clocks...

isnt it ilegal 2 wind back clocks no matter wat the circumstances??? thats wat i have always been told

 

its also illegal to swap chassis numbers but people still do it

 

im not technically winding it back so it looks like a different mileage.im just swapping for some better clocks and want to swap the mileage so the new ones say its TRUE mileage not what the new ones say
