can it sprayed to anything or does it have to be bare metal

It's always best to have bare metal,

 

As long as the surface is flat and is rough enough to provide a good key

for the primer then it'll be ok

 

That said, if you ever plan a bare metal spray job use etch primer

[deluxe]

its a waste of money to use etch primer where the metal is not bare. Use filler primer on top of it and other surfaces not bare metal

he's right, etch primer is for use on bare metal as it sticks well to it and primer then sticks well to that
