It's always best to have bare metal,

 

As long as the surface is flat and is rough enough to provide a good key

for the primer then it'll be ok :wink:

 

That said, if you ever plan a bare metal spray job use etch primer :wink:

its a waste of money to use etch primer where the metal is not bare. Use filler primer on top of it and other surfaces not bare metal
