Photoshop question how do i make an object bigger ar smaller on a layer?

 

what im trying to do is make some wheels bigger to fit onto the pic of the car on th layer underneath. The pic of the wheel isa on a seperate layer.

 

Can anyone explain how to do this?

tolbar on the top right there is a strange icon wwith two bendy lines over a cross ,,, if u hover over it it should say transform click that ittl also let you turn them to get them at the right angle m8 !

 

altrernatively ctrl+t i think works
