when my car got nicked a few years ago plod chased and caught the theving scum and impounded my car for fingerprints etc i got the recovery bill £100 i was told by the recovery company that the police my pay because they had the car impounded and they did result my car was undamaged and things may have changed by now but could be worth looking into
