Who knows about them?

I think its when the wastegate closes it vents to atmosphere any excess boost pressure instead of re-circulating it. Is that right?

And can you get one for a T3?

you could possibly mod it but you would use one with a gt 30/35 or bigger.i have one on my mk2 and would never do it again for the amount of grief and exspense for what i can tell not a huge gain other than the noise

you can get a flange for the T3 which has an external wastegate and screamer.

with the screamer you can put it to atmosphere or recirc it in to your DP

An external gate is only really beneficial with high powered lots of boost cars as it stops turbulance. I did it on my last t34 by welding the wastegate penny up. It does cause more complications, really you want a boost controller and a decent external wastgate. A t3 is harder to do depending on wot sort of exhaust housing you have.. I now run a proper gt30 externaly gated .

A screamer pipe is a smaller section of exhaust pipe taken off the wastegate and out into the atmosphere (see rallycross RS200's). They're not to be confused with dump valves which do vent excess boost pressure into the atmosphere. Normal turbo downpipes have the wastegate exhaust section welded onto the main downpipe a few inches along it therefore silencing the noise same as the main exhauset gasses. With a seperate pipe off the wastegate when the wastegate OPENS to vent the exhaust gasses to prevent the turbo from destroying itself there is no silencing so it screams. It probably screams also because of the smaller diameter of pipe used. Also you don't need an external wastegate to have a screamer pipe.

Something like this.
