Where do these go?

Seen these on abay from Aldridge trimming, not buying them but curious as to where they go? do they cover up the metal bit between the floor and the base of the seat?

thats what they look to be to me. wouldnt know what to call them though. I was lucky enough to find a half decent pair when i rebuilt the RS which saved me buying some.
