As a process of elimination connect a second battery to the coil. ie neg from 2nd batt to earth and pos to coil to give full 12v supply if it starts then, you have either the the switch wired incorrectly for 12 v start and 9 v running ( ballast) or a bad connection on ign feed which would give the lower voltage. Normally where bad connections are it generates heat so should show by discoloured covers on spade connectors or green corrosion where dampness has been present.

As col said new 12v feed to coil, the ballast resistor wire could be at fault, had a issue with mine where the ballast wire was getting warm discarded the old wire,  just ran a new wire from ignition to coil through a new fused link
