And would sending him down have made any difference to the dogs or anyone else for that matter? We don't know what sort of guy he is, what the situation was regarding what happened, who are we to judge when we don't know all the details of the case?

Apparently, he got bogged down with the extensive paper-work that they have to do and he simply forgot about the dogs cos of the pressure he was under. No way would he do that deliberatley, any vopper who works with dogs absolutley love their 4 legged partners. Neglect is not the issue here i dont think.
