Thats fraud

I think it's only fraud if you attempt to do something illegal like changing a car's identity with it. I'm not even sure what the legalities of selling a V5c are, Mike, can you confirm?

 

Illegal or otherwise, it's certainly immoral.

It's a tough one. There's no specific law for selling V5s as far as I'm aware (I'll need to check the 2015 manual of guidance) however DVLA do state if you scrap or sell a vehicle you MUST return the documentation back to them so you shouldn't have a v5 without a car.

Also, I can't think of a reasonable or legitimate reason why a V5 would be of any use to someone other than to change the identity of a different vehicle. With this in mind there is an offence of making or supplying an article for use in fraud (section 7 fraud act 2006) which would apply if you can prove the seller intended it to be used in such a way.

 

Proving 'intention' would be the difficult bit.
