The authorities also weren't allowed to lift the cover to see if it was taxed, but I somehow think they may have changed that part of the rule book so they can clamp illegal cars. If it's got reflectors, you should be fine

Better to leave off so they can see all your other anti-theft devices such as large dobermann on back seat.
