I think it's done with lights shinning through pressurized water which is injected out a tube similar to scaffolding. I've not seen it done, but a guy who rents a unit near mine does this or something similar all over the world. He recently went to India for a month and did a tour, said they were blown away with it over there.

If you watch it carefully, you can see the trailing edge breaking up as the water falls, I thought exactly the same at first, Have another look.
