Calling all trailer Queens

Have any of you ever seen a tow hitch design like this before?

It's a second hand bike rack I bought (thinking, it's a tow hitch, how hard can it be??) But I can't figure out how it's meant to attach and the handle just seems to lock up without actually moving anything.

The ball goes in between the two pieces and the lever locks it on

I think so, I found a video on youtube (having had to do some detective work on who it's made by, a French company it turns out) that shows that the lower piece has been tightened up in the wrong position, explaining why it fouls the lever mechanism latch piece. 

It's hard for me to test as we don't have a tow bar fitted yet.

You can buy those at Adult shops ........ well so I have been told anyways
