They usually signify killings! It all depends on where you are from in the world. Like the spider web tats in every prison accross the world they mean somthing diffrent. I.E. in some prisons the amount of rings may signify the amount of years you have done where in some it shows hoe many people you have killed. In others, when you have a web with a spider it reprisents you as a dealer looking for pray, without a spider your a user. There are hundreds of diffrent meanings but mostly people get them because they were high or drunk and they just like them.
