He's at the back of the grid because his team broke the rules. Rules which state that the car must get back to the pits and half enough fuel remaining for a test sample (1 litre I think) to be taken.

 

That said, in my opinion, the punishment doesn't fit the crime.

At the end of the day, it was a team mistake and not a driver one so the team should have taken the punishment and not the individual

I'm a big F1 and BTCC fan although btcc is getting a bit dull the last few years so F1 is my main viewing now. Was a good race and a great result for Frank Williams on his 70th, but that fire! wow.
