MOT exempt or Not using these guidelines.

Mk1 Escort Mexico modifications. Safety cage, type 9 5 speed box, single piece prop, LSD, group 4 steering knuckle, WC cross member, twin carbs, +40 pistons, panhard rod, coilovers on front, lowered 2” on rear. 

who would class my car as within the legal limits ?

So on balance - most allowable although some would need explaining IMO.

Formal statements from the DVLA and FBHVC attached. The important point to take away is that the only difference this self declaration will make is whether or not your car qualifies as a VHI and is therefore exempt from an MOT.

By association I assume if it does not qualify as a VHI, it will not be exempt VED when it reaches the 40 year milestone.

So can you be tax exempt (VHI) and still opt out of MoT exemption? eg Your car is substantially changed so must be MoT'd but is over 40 years old? Or do you have to pay tax if you MoT?

All that says to me is don't apply to be mot free if you've modified your car. Nothing about substantially altered vehicle rules. It still could mean trouble for modified cars.

Not relevant to the main issue of q plates.

So unless I'm reading it wrong as long as it's NOT been modified in the last 30 years it is tax exempt, and if it has then it isn't tax exempt? How are they going to police that one?!

It doesn't mention tax exemption as such, same form number for mot exemption. It doesn't address the original 8 point check regarding q plates. 

It reads as a different document regarding this.
